Respondents to our survey question at AACRAO 2006, verified the extent of fraud activity at twenty four percent. 24% had specific incidents of document alteration fraud. Transcripts were the top target. |
Potentially fraudulent documents include student identification cards, documents that define status, such as credentials & licenses; documents with monetary value, such checks & warrants and loan documents; documents that detail achievement such as transcripts, enrollment verification and athletic certification letters; Document that verify achievement, such as honors certificates, acceptance letters and letters of referral.
Security Measures to prevent internal fraud are your first level of defense. We recommend that you create a fraud free zone in the bursars and registrars offices, or your equivalent of the departments. First, define minimum security standards and use secure stock. Next, control access to files, records and unique stock, such as checks and transcript paper.
Online systems are a wonderful tool for students. Don’t make it easy for those students with fraudulent intentions. Provide limited data via online systems for transcripts, and secure unofficial transcripts. If your unofficial transcripts are too similar to the data on the official transcripts, they become a template. It is easy to alter them with commonly available software. We recommend that you add unique data to printed, official letters, certifications and transcripts that is not available when printed from web-based systems. Create a system of checks and balances. Segment accessibility between students and staff.
